Samoa Cyclone Evan Summary

On Sunday December 16th Humanity Road Volunteers completed media monitoring, and incident submission processing on more than 300 records for the Samoa crowd map launched by the Digital Humanitarian Network (DHN). The activation and launch of the crisis map and DHN solution team on Saturday December 15th supported the National Emergency Operations Center in Apia Samoa after landfall of Cyclone Evan. The map was cited as an information source in the UNOCHA-ROP Sit Rep #2 published on December 15th.  Here is a snapshot of the map as it appeared on December 16.

 

Upon activation, Humanity Road worked with members of the DHN and with the National Emergency Operations Center (NEOC) team who answered and logged inbound incidents for remote data entry and inclusion into the map.  With power a challenge, the local NEOC team in Samoa tracked and relayed reports in spreadsheets while Humanity Road volunteers monitored emerging data in various online media forums and reviewed and processed data from the NEOC reports.

The Standby Volunteer Task Force also activated as part of the solution team to support geo-location and report approvals for display on the map as well as assisting with input of some incidents to the map. Citizens at the local level collected information via the NEOCC call line, as well as some field assessments.

The reader should note that the concentration and absence of reports in certain geographies must take into consideration not just population centers but also status of power and communications as well as infrastructure challenges which may prevent physical inspection of hard hit areas.

Humanity Road Digital Response Synopsis
Prior to activation with DHN, Humanity Road self activated media monitoring for this event on Tuesday December 10th as the storm approached Samoa.  Volunteers began data collection of official and active social media accounts and situational information.  Through the use of the@humanityroad twitter account volunteers provided and amplified Official messaging andhelpful tips in social media including @Alertssp@usembassysamoa @unocha-rop and@blueskysamoa.

Volunteers monitoring also collected initial information via traditional and mainstream media and published the initial Humanity Road Situation Report on December 13th.  This documentation was updated as information was received on emerging damage and situational reports and was cited as an information source in the UNOCHA Sitrep #2 on December 15.
